NIB and EIB provide EUR 30 million for sustainable education and community facility in Espoo

- Nordic Investment Bank and the European Investment Bank will each provide EUR 15 million in long-term financing.
- The new Jupperi multipurpose building will serve approximately 600 pupils and bring together education, daycare, sports, library and community services.
- The EIB financing is backed by the InvestEU programme.
The Nordic Investment Bank (NIB) and the European Investment Bank (EIB) are providing EUR 30 million in long-term financing for a new education and community facility designed to meet high energy-efficiency standards in Espoo, Finland. The banks will each lend €15 million to Espoon Koulutaival Oy, a project company wholly owned and managed by infrastructure investor Meridiam.
The financing will support the construction of the Jupperi multipurpose building, a 7 200 m² complex that will bring together primary education, daycare, sports, library and community services. The facility will provide education capacity for approximately 600 pupils.
The project forms part of the City of Espoo’s “Schools in Shape initiative”, which aims to provide safe, healthy and accessible facilities for pupils and staff while adapting the city’s education infrastructure to population growth and changing educational needs.
NIB’s participation builds on its longstanding financing of municipal infrastructure in the Nordic and Baltic region, including investments in education and energy-efficient public buildings.
“Investing in modern schools in one of Finland’s fastest-growing urban areas secures high-quality learning environments for children for years to come,” said Nordic Investment Bank President and Chief Executive Officer André Küüsvek.
“Modern schools are an investment in children, communities, and Europe’s future”, said EIB Vice-President Karl Nehammer. “This financing will help Espoo provide high-quality learning environments while meeting ambitious energy and environmental standards. With the support of InvestEU, we can combine long-term public financing with private investment to deliver essential social infrastructure.”
For Espoo, the project provides additional capacity through facilities designed to adapt to evolving educational needs and support efficient public-service delivery over the long term.
“The Jupperi multipurpose center about to be constructed is special to Espoo in light of its rich history,” said City of Espoo Director Reijo Yrjölä. “With this project, we will finally bring the functions of the Jupperi school, daycare center, and city library, which have been operating out of temporary facilities, under one roof.”
The EIB financing is backed by InvestEU, the European Union programme that aims to mobilise more than EUR 372 billion in additional investment between 2021 and 2027.

InvestEU
The InvestEU programme provides the European Union with long-term funding by leveraging substantial private and public funds in support of a sustainable recovery. It also helps crowd in private investment for the European Union’s strategic priorities such as the European Green Deal and the digital transition. InvestEU brings all EU financial instruments previously available for supporting investments within the European Union together under one roof, making funding for investment projects in Europe simpler, more efficient and more flexible. The programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal. The InvestEU Fund is deployed through implementing partners that will invest in projects using the EU budget guarantee of EUR 26.2 billion. The entire budget guarantee will back the investment projects of the implementing partners, increase their risk-bearing capacity and thus mobilise at least EUR 372 billion in additional investment.
