Project
The credit facility has been provided for financing up to 50% of the Municipality of Kristianstad’s wastewater and water investment programme for 2017–2021.
The first project consists of expanding and renovating the municipality’s central wastewater treatment plant (WWTP), as well as its wastewater network. The investment is needed in order to comply with future environmental legislation, and to increase the capacity to handle effluents from private households and the local food industry.
The expansion will increase the WWTP’s capacity by 27%, to 260,000 person equivalents. Investments into the WWTP will also increase its biogas production capacity.
The second project is to construct new freshwater plants in Tollarp and Gärds Köpinge, and upgrade the plants in Önnestad, Vånga and Kristianstad with, among others, UV lights. In addition, a new freshwater well field will be constructed for Kristianstad.

Competitiveness
The increased wastewater capacity will allow Kristianstad to handle an intensified waste water load, mainly from new industrial facilities and new residential development. The rehabilitation of outdated infrastructure and the expansion of the treatment capacity will have a positive impact on the productivity of public infrastructure and increase access to public services.
Environment
There are a total of 12 WWTPs in the city, and two or three of the smaller ones are expected to be closed and the waste water conveyed to larger WWTPs. Centralised treatment is usually preferred to smaller units due to the higher efficiency of larger units. The sludge produced at the plants will be used for biogas production. The biogas is mainly used for internal heating purposes. Only a small part will be refined into biofuel for vehicles. Although the treatment capacity will increase, the discharges of nutrients like phosphorous (P) and nitrogen (N) will remain at present levels.
Sustainability summary
The project will not have any significant environmental issues during the construction phase. Construction activities will take place mainly within or close to existing infrastructure.
