The loan has been provided to refurbish and expand the capacity of the Nenäinniemi wastewater treatment plant (WWTP) in Jyväskylä, Finland.
The WWTP will be refurbished to meet today’s standards regarding refinement and discharges. This includes enhanced ammonium removal, a post-treatment unit for improved removal of suspended solids and phosphorus, and hygienisation to remove pathogens.
Increasing the treatment capacity will accommodate the expected growth in population, with wastewater treatment volumes expected to increase by 19% between 2015 and 2030.
The plant is owned by Jyväskylän Seudun Puhdistamo. Its EUR 30 million investment programme runs from 2016 to 2018. NIB is lending 50%, or EUR 15 million, of the total project costs.
Jyväskylän Seudun Puhdistamo is owned by the municipalities of Jyväskylä (87%), Laukaa (8.7%) and Muurame (4.3%).
The WWTP targets treatment efficiency of 96% for phosphorus and organic matter, expressed as BOD7 (biological oxygen demand over seven days), 80% for ammonium and 90% for pathogens. The project is assessed to reduce the annual ammonium load to the Baltic Sea catchment area by 380 tonnes.
Biogas produced from wastewater sludge treatment is utilised at the plant and is currently sufficient to cover 100% of the heat demand as well as approximately 45% of the power used.
The WWTP is currently dimensioned for 200,000 person equivalents (PE), and the upgrade will increase the capacity to 230,000 PE.
The investment will improve an important public service in a growing region.
The impact of the construction work has been limited by utilising the excavated rock and soil as fill material, thus minimising the need for transport.
Wastewater from the treatment plant is discharged into Lake Päijänne, which discharges into the Kymijoki river within the catchment area of the Baltic Sea, about 300 km from the WWTP.
The treatment efficiency of the WWTP and its discharge levels comply with HELCOM's recommendations for phosphorus and BOD removal. The WWTP is anticipated to be in compliance with national nitrogen removal targets based on criteria from the EU and HELCOM (Baltic Marine Environment Protection Commission - Helsinki Commission).
