Project

The loan has been provided for the extension and rehabilitation of a wastewater treatment plant in Kapellskär and the construction of sewer lines in the town of Norrtälje in central Sweden.

The upgrades will increase access to the sewerage service from 1,900 to 15,000 connections, including single-household solutions and very small local wastewater treatment plants. The upgrade will also make it possible to receive wastewater from passenger ships visiting the nearby seaport of Kapellskär.

Situated in the Stockholm archipelago, the municipality of Norrtälje has a population of approximately 57,000 and is a popular location for a growing number of seasonal residents who have vacation homes in the area.

Fulfilment of NIB's mandate

Reduced loads from wastewater to the Baltic Sea are one of the most cost-effective measures to improve its marine environment. Single-household wastewater treatment solutions are much less efficient than an upgraded central wastewater treatment plant using modern technologies to remove nutrients from wastewater. The annual load reduction is expected to be around 50 tonnes of nitrogen and two tonnes of phosphorus.

Sustainability summary

 

The negative environmental impacts of the project, such as noise, clouding of water and emissions from construction equipment, are minor and restricted to the actual construction period.

The wastewater treatment plant is located within the boundaries of the port area of Kapellskär. No environmental protection areas or culturally protected areas will be affected. A small campsite within 50 metres of the plant will be closed as soon as the project implementation has commenced.

The design of the wastewater treatment plant will allow the following treatment levels: BOD7 10 mg/l, Ntot 15 mg/l and Ptot 0.3 mg/l. These targets are in line with the recommendations developed by the Baltic Marine Environment Protection Commission (HELCOM) for wastewater treatment plants serving between 10,000 and 100,000 people.
