Project

The uncommitted credit facility has been provided to the Wellbeing Services County (WSC) of Kanta-Häme for the construction of a new central hospital in Hämeenlinna, Finland.

The new 97,000-square-metre Assi hospital will be constructed in the current hospital campus in Ahvenisto. The building will facilitate 390 hospital beds, have a work force of around 1,900 and is expected to accommodate around 211,000 visitors annually.

The new hospital will modernise treatment processes, improve logistics, increase the utilisation rate of facilities, and reduce maintenance costs, thus improving the overall productivity of the wellbeing service county. It will combine specialist healthcare services for the region with certain basic health care unit functions and some outpatient services.

The new hospital is scheduled to become operational in November 2026. The total project costs are estimated to be around EUR 460 million.

The WSC of Kanta-Häme is responsible for organising social, healthcare and rescue operations in the region of Kanta-Häme in southern Finland and was established as part of the Social, Healthcare and Rescue services (SOTE) reform in 2022. The WSC of Kanta-Häme consists of 11 municipalities. The total population of the county at the end of 2022 was around 170,000.

 

 

Fulfilment of NIB's mandate

Productivity:

The project will improve health outcomes and help reduce healthcare costs, which is one of the main challenges for public finances of Finland.

The new hospital will centralise and modernise the processes of the WSC of Kanta-Häme. The healthcare district expects the improvements to bring significant cost savings from an increase in the utilisation rate of beds to 90%. The hospital also aims to reach 5 to 8% in episode times due to better organised procedures and improved facilities.

Environment:

The new Assi hospital is certified according to RTS level 4.

The calculated energy performance reference value (E-value) for the building is between 190 and 250 kWh per square metre annually, resulting in energy class B. This will be achieved by introducing district cooling, comprehensive energy measuring, equipping all ventilation machinery with heat recovery systems and utilising design solutions.

Sustainability summary

No significant sustainability issues have been identified in relation to the project. The new hospital will be constructed next to the existing hospital area in Ahvenisto. The old hospital premises will undergo renovation, and the health centre will relocate to the refurbished facilities.

The project’s main impacts will occur during the construction phase, including noise emissions and waste generation. The construction company is required to have relevant environmental, health and safety management systems.
