Project
NIB will provide project financing for the construction and operation of nine educational buildings in Vilnius, Lithuania. As of early 2024, Vilnius had approximately 634 000 inhabitants, and the number of children aged 0–17 has shown positive growth over the past five years.
The supply of preschool and school places is insufficient in several city wards. The project aims to address these gaps by improving the availability and quality of education services through the construction and operation of five kindergartens and four schools in areas with a clear shortage of facilities. The new buildings are expected to serve around 4,200 students, representing roughly 3.5% of all children in Vilnius.

Productivity
The Vilnius City School Project will deliver nine new educational buildings to address the shortage of preschool and general education infrastructure in rapidly growing districts of Vilnius. The project will create 2,004 general education, 1,710 primary school, and 576 preschool education places from 2028 onwards.
With existing institutions overcrowded, affecting learning quality and teacher conditions, the new schools will reduce pressure, improve accessibility, and provide modern, innovative facilities, including spaces adapted for children with special needs and disabilities.
Rapid population growth in areas such as Pilaite, Pašilaičiai, and Verkiai has created long waiting lists, highlighting the urgent need for expansion. By increasing access to public education closer to home, the project is expected to reduce travel time and costs and lower dependence on private schools, easing financial pressure on families.

Sustainability summary
All buildings meet the Lithuanian A++ energy performance standard. The land plots are designated for public use, currently undeveloped, and approved for educational construction.
The building designs include flood protection, sustainable drainage, energy-efficient systems, elevated critical equipment, and ongoing climate-risk monitoring. The sites are not located in flood zones, and soil tests have been completed for each plot.
The company applies green procurement requirements, including the use of some recycled construction materials, requiring suppliers to have environmental policies and renewable packaging, and ensuring transportation complies with EURO 6 standards.
