Project

The loan has been provided for Tallinna Lennujaam AS (Tallinn Airport) to finance the airport’s capacity increase. The loan will support the airport expansion, which will be completed in seven stages by 2030.

AS Tallinna Lennujaam is the operator and developer of airports in Estonia. AS Tallinna Lennujaam, along with its subsidiaries AS Tallinn Airport GH and AS Airport City, forms the Tallinn Airport Group.The sole owner of AS Tallinna Lennujaam is the Republic of Estonia.

Productivity:

Tallinn Airport’s seven-stage expansion aims to boost annual capacity from under 3 million to over 5 million passengers. In 2024, the airport was already handling around 3.5 million, exceeding its design limits, with baggage reclaim as a key bottleneck.

The upgrades will relieve pressure on critical areas like security and baggage handling, improving efficiency, safety, and service quality. The expansion is also expected to support increased air traffic, new routes, and higher flight frequency, enhancing Estonia’s connectivity and supporting trade, business, and tourism.

Environment:

While the expansion will improve capacity and connectivity, it will also lead to increased local impacts, including higher noise levels. It will also elevate emissions of carbon dioxide and nitrogen oxides.

Sustainability summary

The phased expansion will take place over several years within the airport’s existing footprint, requiring only standard building permits.

Tallinn Airport is actively engaging with the LEED certification process, though no specific certification level has been set. The project is not currently aligned with the EU Taxonomy.
