Project

The uncommitted credit facility will finance Rigas Udens investment programme in wastewater treatment and clean-water infrastructure for 2025–2028, aiming to improve service reliability and quality while reducing the share of non-revenue water.

Rigas Udens operates wastewater treatment infrastructure and supplies clean water in Riga and its neighbouring municipalities to approximately 614,000 residents. The company is 100% owned by the city of Riga and provides services under a tariff regulated framework.

The Investment Programme totals EUR 235 million. The project is also co-financed by a EUR 70 million loan from the EIB, as well as funding raised through green bond issuances.

Productivity

The programme includes the replacement of more than 9 km of drinking water pipelines and 14 km of wastewater pipelines per year, along with the renovation and capacity expansion of the wastewater treatment facility. Goals are to improve service reliability and quality and cut water losses. Parts of the network date to the 19th century and still use outdated materials, so renewal will focus on the most failure-prone, loss-intensive assets.

Work will replace old pipes, add backup connections, improve pressure control and metering, and upgrade system management. The company will also digitalise operations by installing more meters, remote-control devices, and a full digital twin to improve both short-term repairs and long-term planning.

Modern polymer pipelines will reduce corrosion, leaks, and failures, while treatment-plant upgrades will stabilise nutrient removal, restore key equipment, and boost energy, chemical, and sludge-handling efficiency.

The programme aims to lower water losses by at least 12% by 2030, bringing them closer to Nordic standards. Because the cost of water loss is included in tariffs, a sustained reduction may slightly lower rates or help offset other cost pressures.
