Sweden. Municipality of Ystad

Date of agreement:02 Jul 2018
Country:Sweden
Customer:Municipality of Ystad
Amount in SEK:SEK 500 million
Amount in EUR:EUR 47.84 million
Maturity:25 years
NACE sector / loan type:Water transport

Project

The loan facility will finance the expansion of the city port in Ystad, Sweden, which will allow the port to take advantage of growing traffic volumes and the increasing size and complexity of docking ships. This will especially concern traffic along the Ystad – Swinoujscie route.

The port will expand southwards and make it possible for larger ferries to traverse the outer basin. Two new berths will be constructed, and the break-water on the south side will be expanded. After the expansion is completed in 2021, the inner port area will be used for passenger traffic.

The new port infrastructure will remove bottlenecks and accommodate the expected increase in cargo over the coming decade.

Ystad Hamn Logistik AB is responsible for managing and operating the city port of Ystad. As one of the largest ferry ports in Sweden, Ystad is a connection point to Bornholm and Poland, as well as Central Europe.

The municipality of Ystad is located in Skåne County in Southern Sweden and has approximately 30,000 inhabitants.

Fulfilment of NIB's mandate

Productivity:

Sweden relies on its seaports for servicing regional and local maritime traffic. The investment will remove pressure on existing infrastructure and allow the port of Ystad to accommodate larger vessels. Up to 15% of the world’s cargo is handled on the Baltic Sea, despite challenging conditions and limited space.

Environment:

Transport by sea is regarded as a preferred option over road transport. The port expansion will increase the capacity of the port to handle more goods, and will move the cargo handling areas further away from residential neighbourhoods. However, truck traffic to and from the port area will increase and affect residential areas close to the port’s access roads negatively. In connection with the construction, no significant risks are foreseen.

Sustainability summary

This is a project with a potentially extensive environmental and/or social impact (category A, read more)

During construction, the inlet and manoeuvring areas will be dredged to make room for large vessels. The dredged material will be used as fill for the extended berms. Overall, the impact on the surrounding environment is assessed as low. Emissions into the air and noise levels are expected to decrease, as there will be no need to run ships’ engines during the stay at port. No significant CO2 increase is expected, as the number of ships will not increase. All relevant environmental permits are in place.
