Project
The loan facility will finance investments in water supply, wastewater treatment, new school buildings and a new fire station in Norrtälje, Sweden.
In order to ensure adequate drinking water supply for a rapidly growing population, the municipality is investing in the renovation of its water plant in Hallstavik and in the construction of a new plant in Grisslehamn.
In addition, the upgrade of four wastewater treatment plants in Rimbo, Drottningsdal, Älmstra and Nysättra is taking place between 2018 and 2020. Norrtälje is also investing in new water and wastewater pipes for the municipality during 2017–2020 in order to connect approximately 2,800 new households to the networks.
The municipality has also constructed a new pre-school building in Hallstavik, which was completed in 2017, and is investing in a new elementary school in Rimbo as well as in a new school of arts, which are both to be completed in 2019. A new pre-school building in Länna is to be completed in 2022.
Norrtälje is also investing in a new fire station to replace its existing facility. The new station will be located strategically at the southern entry point to the city of Norrtälje. This way, accessibility to most areas of the municipality will increase.
The municipality of Norrtälje is located north-east of Stockholm and is characterised by its archipelago environment. The municipality has a population of approximately 61,000.
Fulfilment of NIB's mandate
Productivity:
The investment will support the supply of drinking water as well as the upgrade of wastewater infrastructure in the region, connecting 2,800 households to the centralised system.
The new school in Rimbo as well as an adjacent art and cultural center will service to 850 children in total. Until 2025, it is estimated that the number of students will increase by around 10 percent. The new day care facility will replace outdated buildings and merge two previous pre-schools that are accommodating 135 children.
The new facilities and improvements to the school premises will enable a technically more advanced physical modern learning environment to better comply with the new national core curriculum. The investments are highly likely to increase efficiency of public services.
The existing fire station, built in 1976, is outdated and needs to be replaced. Given the development of the city centre, the fire station is currently located in a difficult spot. The new fire station will be located at the southern entry point of the city of Norrtälje, which is expected to increase fire response times, provide more room for equipment and reduce the time fire trucks have to drive through commercial- and residential areas. Overall, the capacity will increase by around 30 percent as the number of employees is expected to increase. Health and safety standards will improve significantly. In addition, the facilities will also be used for the municipal IT server, a new crisis command centre and extensive training facilities for fire fighters
Environment:
Investments in sewage collection and wastewater treatment during 2017–2020 aim to maintain a functioning wastewater system and to keep the quality of discharged wastewater at acceptable levels in face of the growing population. The investments in new school facilities and a new fire station are not expected to have any significant impacts on the environment.
Sustainability summary
No significant sustainability issues have been identified. All of the wastewater treatment plants upgraded under the project currently fulfil HELCOM recommendations.
