Project
The loan has been provided to Intea Fastigheter AB to construct the new justice centre in Kristianstad, Sweden. The centre consists of the prison and the police headquarters, which also houses the prosecutor’s office.
The centre is already in use: the prison opened during the fall of 2024, and the police headquarters during the spring of 2025. The project’s total cost was SEK 2.05 billion.

Productivity
The co-located prison and police facility improves internal logistics and simplifies collaboration between departments. Shared infrastructure reduces the need for transport logistics such as the evidence shipment to Linköping.
Modern digital infrastructure supports evidence and case management.
The new buildings also include enhanced security standards.
Environment
The buildings target a BREAAM Excellent sustainability certification, and the interim certification confirms the targeted level. The facility is intended to work as a model for replication in Sweden.
The buildings are fully EU Taxonomy-aligned.
Solar cells are expected to provide 13% of the police headquarters energy demand. The plant-covered roof helps to delay the runoff of stormwater and eases the pressure on the city’s drainage system.
Sustainability summary
The e-value, which indicates the annual energy consumption, is 51.7 kWh per square metre per year for the police headquarters and 44.3 kWh for the prison. The corresponding carbon intensities are 3.45 and 2.96 kgCO2/ m2. Both meet NIB’s 2030 climate targets for real estate (6.0 kgCO2/m2).
