Project
The loan extends the existing 2023–2025 project financing through 2026 to support improvements to Tallinn’s wastewater infrastructure. The investment programme focuses on the replacement and refurbishment of existing assets to enhance service reliability and operational efficiency.
Previously, NIB has signed loan agreements with Tallinna Vesi in 2023, 2019, 2014 and 2009.
AS Tallinna Vesi, the water utility of Tallinn, is Estonia’s largest water company. The company operates the city’s water and wastewater treatment plants and manages a supply network spanning over 3,000 km. It provides essential drinking water and wastewater disposal services to around 500,000 people in Tallinn and surrounding areas, representing a third of Estonia’s population. The City of Tallinn is the primary shareholder, OÜ Utilitas is a minor stakeholder, and the remaining shares are listed on the Nasdaq Tallinn stock exchange.

Productivity
Around 18 kilometres of outdated wastewater networks in Tallinn will be renovated to address inefficiencies and improve service reliability. The project also includes upgrades to the treatment plant with a strong focus on energy efficiency. These investments are expected to significantly reduce the number and severity of faults, lowering downtime and improving overall operational performance.
The programme includes a digitalisation component, enabling real-time monitoring and control of the network, better operational efficiency, and more effective long-term investment planning. The upgrades are also expected to increase the cost efficiency of the system, allowing the operator to reduce operating costs and moderate future tariff increases.
Environmental
Upgrades to pipelines and collectors are essential to maintain high treatment standards and prevent untreated wastewater bypasses. The programme also includes a smaller investment in expanding the stormwater system to reduce mixing between wastewater and diluted stormwater.
Another key component is the renovation of the wastewater treatment plant, with investments primarily targeting energy efficiency improvements in the blower system as well as refurbishment of the biological treatment process.

Sustainability summary
Tallinna Vesi has an environmental management system policy in place to cover the environmental aspects. The utility has also mapped its greenhouse gas emissions, including all three scopes, and has publicly stated a targeted climate impact reduction plan.
