Project summary
E39 Rogfast, oA ially the Rogaland Fixed Link, is a subsea road tunnel project currently under
construction in Rogaland County. It comprises a 26.7-kilometre-long tunnel that will connect the
municipalities of Randaberg near Stavanger and Bokn across the Boknafjord.
The tunnel forms a key segment of the European route E39 coastal highway, contributing to
Norway’s national goal of eliminating ferry dependencies along the route to enhance connectivity
and reduce travel times between western Norway and the north. Upon the expected completion
in 2033, Rogfast will become the world’s longest and deepest subsea tunnel, with a maximum
depth of 392 meters below the sea level.
The project was approved by the Norwegian Parliament (Stortinget) on May 23, 2017, and
subsequently revised and reconfirmed in November 2020.
The project’s scope and potential environmental impact imply the Category A, according to NIB’s
Environmental, Social and Governance Guidelines for Lending. NIB will conduct an
environmental review of the project and its counterparty during the public consultation period,
including a site visit.
