The loan has been provided for financing the city of Rovaniemi's investment programme in road infrastructure to be implemented in the time period 2012–2015. The programme consists of two components: renovation of streets and streetlights in the city. The modernisation programme is being planned to compliment the project of Finland's National Road Administration aimed at the reconstruction of the national road 4, part of the European route E75.
With a population of 60,000 people, Rovaniemi is the fifteenth largest city in Finland and the logistical hub of northern Finland.
The increasing volumes of cargo traffic on Finland’s national road 4 generate congestions in the city. The upgrades of the street network adjacent to the national road in Rovaniemi, through the modification of crossings into junctions, bridges and tunnels, are expected to alleviate the congestion problem.
The investment programme is expected to have a neutral impact on the environment. The improvements to the streets adjacent to Finland’s national road 4 will require the acquisition of additional land areas.
The environmental issues in the street renovation programme are managed by the procedures that the city of Rovaniemi applies for road construction projects. Waste from the renewal of street lightning is handled by Rovaniemen Energia, following appropriate procedures.
