The project involves the construction of an 82 km section of dual carriageway between Sortland, Tjelsund, Lødingen and Harstad across Nordland and Troms og Finnmark counties in northern Norway. The project will consist of 35 km of upgraded existing roads, 27 km of tunnels and 20 km of new road, as well as initiatives to support local public transport, layby/rest areas, parking, as well as pedestrian and cycle routes.
The PPP contract awarded to the winning bidder will include the responsibility to undertake a construction period of six to seven years followed by an operational period.
The objective of the project is to tie the Hålogalands region closer together, improve safety and accessibility, and significantly reduce travel times. The E10 between Tjelsund and Gullesfjorbotn is expected to be shortened by about 30 km, and travel time on the distance reduced by about 39 minutes.
The project is being procured by the Norwegian Public Roads Authority (NPRA), an agency of the Government of Norway, as a public-private partnership with availability-based revenues.
The project has undergone public hearings and all major concessions, known as “reguleringsplan”, have been granted. Minor permits linked to specific works are still pending as the detailed design is not finalised. The arrangement of these minor permits is the responsibility of the concessionaire.
NIB will conduct a site visit as part of the review process. The project’s scope and potential environmental impact implies the category A. An environmental audit is not required. NIB welcomes comments on the project in question.
